Paul Dugan, Superintendent

Before becoming Washoe County School District's superintendent, Paul Dugan was an administrator for elementary education for six years. His previous experience also includes 11 years as a teacher, six years as a school counselor, two years as a middle school assistant principal and seven years as an elementary school principal. He is on the Board of The Boys and Girls Club, EDAWN, YMCA, Nevada Hispanic Services, Education Foundation, Education Collaborative and the Children's Cabinet. He is a member of many professional organizations including Phi Delta Kappa Association, the National Staff Development Council, and the Association for Supervision and Curriculum Development. Dugan received his Bachelor of Arts from the University of California, Santa Barbara, and his Masters of Education from the University of San Diego. He spent two years in the Peace Corps teaching in Afghanistan and two years teaching in Norway.

Rick Harris

Previous experience included Director of the WCSD Principal’s Academy and the Director of Secondary and Elementary Education. He is responsible for all administrative training for Washoe County School District and oversees Special Education, Transportation, Diversity, Informational Technology, State and Federal Programs, and Public Policy & Accountability. Additional professional experience includes three principalships in Washoe County (Alice Maxwell, Natchez, and Westergard), Elementary Dean, Pre-school, Elementary, Middle, and High School Teacher. He also is an instructor at University of Phoenix and University of Nevada. Rick has been married for 24 years to his wife Tina, who also is an educator for the WCSD. He has two children that are currently at McQueen High School.
Lisa Noonan

Dr. Lisa Noonan has been in public education since 1983. Over the years, she has served as an elementary teacher, assistant principal, principal, curriculum coordinator and assistant superintendent. She became Superintendent of Elementary Education in January of 2005. In her current position, Dr. Noonan oversees 63 elementary schools as well as the Rose Bullis Regional Center for Teaching and Learning.
Lisa Noonan holds a Bachelor of Arts degree in Social Welfare from Humboldt State University and a Master of Arts in Education from San Diego State University. She completed a doctorate in educational leadership at the University of Nevada in 1992 and has been an adjunct faculty member of the same department since 1994.
Dr. Noonan is married with 3 step children and 4 grandchildren. She and her husband enjoy hiking, kayaking and spending time with family.
Rick Borba

Rick Borba has been in public education since 1974. He has served as a middle school/high school teacher, Dean of Students, assistant principal, and principal. Most recently he worked as Washoe County's Senior Director of High Schools, where he oversaw 12 comprehensive high schools. Mr. Borba became Superintendent of Secondary Education in July, 2006. In this position, he oversees 12 high schools, 14 middle schools, and the options programs. He earned his undergraduate and graduate degrees from the University of Nevada, Reno.

Randy Drake

Randy Drake has been Lead General Counsel of the Washoe County School District since January 2007. Randy was admitted to the State Bar of Nevada in 1994. He received is B.A. degree from Washington State University in 1991 and his Juris Doctor degree from the University of Arizona College of Law in 1994. Prior to joining the District, Randy was a partner with the Reno law firm of Woodburn and Wedge. Randy is a member of the State Bar of Nevada, the Washoe County Bar Association and the American Bar Association.
Steve Hull

Dr. Steve Hull is a native Nevadan. While growing up he lived in Reno and spent his summers working on his grandmother's and great uncle's ranch in a remote part of eastern Nevada. Following gradation from the University of California Santa Barbara, Steve served six years in the United States Navy. After his release from active duty Steve began a career in public education. During this time he taught at the middle and high school levels, was the principal of Procter Hug and Robert McQueen High Schools and served as the Assistant to the Superintendent of the Washoe County School District. He then served as a superintendent in Oregon and Colorado.
After returning to Reno, Steve worked as a business and education consultant. He was involved with economic development in the Greater Reno-Tahoe region as the regional workforce consultant for the Economic Development Authority of Western Nevada, the Northern Nevada Development Authority and Nevadaworks. In this capacity, he worked with business leaders to address short and long term skilled workforce requirements. Most recently he served as the interim principal of the Regional Technical Institute (now AACT) and oversaw Truckee Meadow Community College High School.
Steve has been an active community leader. He served two terms as a commissioner and board chair of the Reno Housing Authority, was a board member and President of WIN Nevada, and president of the Rotary Club of Reno. In addition, after leaving active duty, Steve continued his service in the Navy Reserve as an intelligence officer. He retired as a Captain after thirty years of service.
Steve earned bachelors and masters degrees from the University of California Santa Barbara and a Ph.D. from the University of Oregon specializing in school reform and restructuring, school law and labor relations.
Steve and his wife Marian have four children. Geoff attends McQueen High
School, Greg is a senior at the University of Nevada Reno, Tim is a systems engineer and Jeanne is a Captain in the U.S. Army and recently completed a masters degree in public affairs at Princeton University.
Gary Kraemer

Gary Kraemer has been the Chief Financial Officer of the District since December 2000. He is responsible for all of the financial and budget matters of WCSD, including payroll for over 7,000 employees, account payable, property control, purchasing, budgeting and debt-related matters. Gary graduated with high distinction from the University of Minnesota in 1973 with a Bachelor of Science in Accounting and has been a Certified Public Accountant for more than 30 years. He worked for several CPA firms over the years, including four years with PricewaterhouseCoopers. Gary also owned his own CPA firm for 8 years in the Minneapolis area, specializing in auditing and tax consulting. He moved to Reno in 1990 and spent 10 years working as Washoe County's Chief Deputy Comptroller before coming to the Washoe County School District in 2000. He has been a member of the Special Review Committee of the Government Finance Officers Association for over 12 years. As part of this group, he reviews financial statements from governmental units from throughout the nation for qualification for the GFOA's Certificate of Achievement for Excellence in Financial Reporting.
Paul LaMarca

Paul LaMarca began with the Washoe County School District in October 2007. In his role as Assistant Superintendent, Paul has oversight for the School District's accountability and assessment programs as well as government relations. He also acts as a liaison to the Washoe County School Board.
Paul formerly was the Assistant Deputy Superintendent for the Nevada Department of Education having oversight for the offices of Assessment, Program Accountability and Curriculum, as well as Information Technology. Paul is an adjunct faculty member at the University of Nevada Reno and has taught in the Social Psychology Graduate Program since 1997. Paul earned his Ph.D. from the University of Nevada Reno in 1995 and is a Social Psychologist by training. He began his career in education in 1998. His areas of expertise include educational measurement, research methodology, child development, and race relations.
Dr. Steve Mulvenon

Steve Mulvenon has served as the Communications Director since July 1986. He oversees the district's internal and external communications efforts including media relations, district publications, the web site, Community Education, the Education Collaborative and outreach activities with the Hispanic community. He serves on the Board of Directors of Truckee Meadows Tomorrow and the Education Collaborative. He has also been a board member of the Girl Scouts of the Sierra Nevada, Ronald McDonald House, Secret Witness, the Friends of the College of Education and the Nevada PTA. Mulvenon's education career began as a high school speech, debate and English teacher in Kansas. He earned his doctorate in Educational Administration from Kansas State University.
Tom Stauss

Tom Stauss has been with the Washoe County School District since 1985, when he was hired as a student intern in the Human Resources Division. He has spent 20 of his 22 years with the District working in Human Resources. He has worked as an HR Analyst, HR Classified Coordinator, Acting HR Director, HR Coordinator, and now, as the Assistant Superintendent, Human Resources. His responsibilities include planning, organizing and administering the overall operations of the Human Resources Division.
He is active in the Northstar District of the Boy Scouts of America and is a member of the Governor's Child Care Advisory Board. He received his Bachelor's of Arts Degree in Human Resources Development from BYU.

Kirk Turner
Chief Technology Officer, Information Technology
Kirk Turner is the Senior Director for Information Technology for the Washoe County School District. The Information Technology Department is responsible for supporting 120 school and district locations, over 64,000 students including eight charter schools and approximately 7,100 teachers and staff.
Prior to coming to Reno, Kirk was the Information Systems Project Controller for the Salt Lake Olympic Committee as well as the Information Technology Manager for several competition and non-competition venues. He worked with the Westin Hotels and Resorts Technology Center in Salt Lake and was Senior Principal Staff Manager with BDM International, where he served as Project Manager for a technology consulting engagement with the Utah State Tax Commission. In addition, he has eight years of experience in state government working as the head of Information Systems for the Department of Public Safety and, head of software development for the Taxation and Revenue Department in New Mexico.
His education includes: Bachelor in Business Administration, Wichita State University; Master in Business Administration, University of Oklahoma; and Master of Science in Information Systems, University of Southern California.
